Andhra pradesh local / non local

Sir,
If a student completes latest 4 years of study ( IX to XII) in a particular region ( AU / OU / SVU), will be considered as Local Candidate for counselling ?

In absence of counseling rules and full information about the region for which it relates, it is difficult to advise. You have not mentioned the purpose of counseling also.

Sir. It is for andhra pradesh eamcet mbbs counselling.
