Fir against builder

I paid certain amount in cash to builder. he issued allotment letter with the condition to complete the flat within one year and pay interest on amount deposited till possession is given. But even after the expiry of one year he did not commence any construction work nor paid interest as agreed . Even on demand he said inability to refund the amount due to financial crisis. What remedies are available criminal or civil or both.

issue legal notice . file complaint before consumer forum for refund of money paid together with interest as agreed in the agreement and also seek compensation . complaint before consumer forum dont attract court fees .
