Purchase of property

I intend to buy flat in chattarpur enclave, New Delhi. It is understood that it is unauthorised colony and the registered RWA has already applied to the Delhi Government for regularisation in the prescribed performa. RWA is registered in 1992. Presently sale is on POA. My question is whether it is safe or not to buy property at this stage or I should wait for regularization. In latter case, the rates of propoerty will also shoot up.
Kindly advise.
