Public path

Dear sir / madam,
(This is my friend problem, I have to help him). My friend home is a village.
One man occupying public walk pathway. Now he can’t able to go to home. If he wants to go to home, he has to go to another street way. But it is very far. VAO FMB map showing public pathway like this. But opposite party not allow walking. Because opposite party saying this is only my personal use pathway, anybody doesn’t come this way. Presently VAO saying this is a public pathway. Important matter is anybody doesn’t have deed. This all land is NATTHAM survey. My friend complaint to the consent police station, but they are saying this is civil matter. We can’t do anything like this.

Position can be clear only by referring the property papers of both the parties.

So, your friend may contact some local lawyer and find solution by showing property papers to him.
