Banks duty towards prisoner sb account

Sir, Bank has received an Application from a Prisoner in which jailer has also Stamped and signed, demanding New Cheque-Book to hand over his brother in that Application brothers sign is also verified by the Prisoner. What Bank can do legally?

Query arises out of a negative mind.
Under what rule Bank is allowed not to issue Passbook?
Desoe the prisoer lose all his civil rights that he cannot even operate his bank account (even if to enable his relatives to withdraw money for his defence)?
Is the prisoner protected from diacharging his civil financial liability?
Whether he does not need cheque book for discharging such liability?
Whether constitutional rights come to case once anyone is in Jail?
Whether consumer relations with bank come to an end?

I partially disagree with Mr Shonee Kapoor. It is not that Bank "can" give chequebook rather Bank "must" give. They are not at all allowed to hold the deposits (as if frozen or mortgaged, unless they hve a restain order) simply if the account holder is in Jail.

Bank shall provide cheque book as per direction of his account holder/customer.

It is as simple as any thing as once requisition is verified and duly authorized the bank shall have to issue the cheque book.

Normally there is no procedure of court intervention in such routine matters and administration act as per their perception of law.
If cheque book is not issued go to bank oumbusdam whose details are displayed at every bank.

A prisnor in jail cannot operate his bank account from jail; hence bank will reject the request for issue of cheque book to be handed over to his brother.
