Tuition fees for income-tax exemption

Why only tuition fees is included for Income-tax
exemption inspite of shools charging various fees
like Development Fees,Additional facility fees,computer fee,Lab fee, magazine fee, Exam fee, activity fee, admission fees etc ?

In Government schools, no such type of fee is normally charged. If an employee admits their wards in costly public schools to serve their vested intersts and they in turn charge hefty fees on various counts, the Government is not liable to give rebates in every such cases.
