Name in share cetificate

We have purchased a flat 2 years back and submitted the original share certificate to endorse our names so that our ownership of the flat is established. But the society on one pretext or another is not effecting the same inspite of our repeated requests. It seems they want to harass us or extract money. what should we do?
JOint owners. Husband and wife.
