Firc vs.brc

Is FIRC is required to be obtained by an Exporter..
Is it also required for an exporter to get BRC for filing it with RBI.

What are the consequence of an exporter who netiher obtain FIRC or BRC nor filed any returns with RBI.

Pl. suggest and comment. Does this covers under FEMA..!!
