stamp papers lost

my employee lost stamp paper for rs.2 lacs at lucknow. i lodged FIR and publish in newspaper. now i want to refund rs.2 lacs or stamp for rs.2 lacs from treasury. can i do ?
please advice.

I presume it is not possible to claim refund.

the refund can only done on the basis of returning stamp papers. not otherwise.

Assume for a moment that you encash Rs. 2 lakh cheque from the bank. After receiving the cash, you or your employee loses it. Can you claim the Rs. 2 lakhs again from the Bank? If not, similarly, you cannot get any money back in respect of the lost Stamp paper also.

Mr. R. Ramachandra has explained it very well. Once you have purchased it and the lost is due your own fault then who can you claim it again from the treasury.
