The only remedy is penal provision as provided under section 19 (1) & 20 (1) of RTI Act and such provision is applicable in almost all States and maximum public authorities are aware of this provision.

Your question is mixed up in such a way that it does not make clear whether you want information about the part of your question: "non acceptance of such RTI applications tanta amounts to refusal and attracts penal provision u/s 20"

OR

About the part of your question, which states, as follows:

"kindly enlighten whether such directions to a public authority/authorities are maintainable under the RTI Act."

Please clarify, whether you want reply about refusal to accept fee by IPO, or against the orders of the State Government to be maintainable or not?
