Time line for receiving Relieving letter

Is there a time limit within which a bank need to provide the relieving letter to an employee who has resigned
?It has been more than seven months and yet I have not received my relieving letter.Can I take legal action on them for not providing my relieving letter?

Is it right for an employer to take full months salary(net salary) if an employee does not serve the notice period however pay only the basic salary against the PLs he has accumulated?

Can an employer have different rules for different employees?Can they penalise one employee and let go of the other for the same mistake? If they have done so can legal action be taken on them?

If the employer is not a got entity then nothing could be done against for this disparity. Now whether the salary could be lawfully deducted or not by the employer depnds upon the terms of any penal clause in the job contract.
