time bound disposal of cases

I have a civil suit which is running for 5 years without much progress.. Can I ask under article 226 to dispose my case within a time period of 3 months? if not under which section can I ask for time bound disposal of cases.

You are advised to appoint a experienced civil lawyer to present your case properly before trial court.
