Domestic enquiry Exparte

Dear experts, if a charge sheeted employee does not appear in the hearing of a domestic enquiry, how many chances should be given by the enquiry officer, to him for appearance? Thank You.

Not more than one, if enquiry officer otherwise has complied with the set procedure of enquiries and has not given any chance to be stated as biased or against natural justice.

Enquiry officer may give as many chances for which good reasons for non-appearance have been made out. It is not the no. but the reason which is important.
However the enquiry officer should give a peremptory notice before proceeding exparte.
