cheating&forgery

contractor was reqired to purchse a goods from particular govt. agency but he did not so.he submitted false and fake biils showing that he purchased goods from particular agency and recived payment from deptt. but fact is that he has executed work which was assinged to him. whether prosecution can be launched against him.pls also site a ruling.

Yes criminal proceeding can be initiated against him by the appropriate authority on charges of cheating, fraud , forgery of documents etc.
