Electricity connection

Dear Sir,
I have agricultural property and I need to get Electricity connection for irrigating the land. However my neighbor does not allow me to take connection from Electric pole located in his property. I need not lay any poles in my property. I just need to take direct connection from the pole located in adjacent plot.
I want to know is Electricity connection is not an essential requirement in Karnataka? How can I proceed in this case?

The Electricity department would provide and decide how and from which pole the electricity is to be supplied to you.

IF YOU WANT TO TAKE ELECTRICITY DIRECTLY FROM ADJACENT PLOT WITH OUT EVEN ALLOWING ELECTRICITY PEOPLE TO LAY SEPERATE POLES IN YOUR PLOT WHOM DO YOU EXPECT TO PAY THE BILLS ALSO SIR
