Is a notice prerequisite for approaching the consumer forum

Respected Sir / Madam,
Kindly guide, whether notice to the service provider (A Public Authority having custody of Public Documents) a PREREQUISITE to approach Consumer Forum in case the Authority has willingly not provided the Public Documents of a certain period to me after myself submitting an Application U/s 76 r/w section 74 of the Indian Evidence Act with tentative fees of Rs. 500/- vide IPO ?

You need to issue notice to the service provider for the deficiency of the service since you have remitted the requisite fees.It is mandatory.

To my understanding, you can put an appeal against him to the concerned authority.

Thanks Sir, but the matter is very serious and highly sensitive. No higher even the HIGHEST authority is acting as per rules. Only the Hon'ble Judiciary can impart justice.

Legal Notice for Consumer Case is required when a consumer has been cheated by a seller. A legal notice under the Consumer Protection Act is a shield protecting the consumer and enforcing their basic rights. You can send a consumer legal notice, under Section 80 of the Act.
If the notice is being delivered personally, an acknowledgment of receipt must be obtained from the seller or his affiliates. The limitation period under the Consumer Protection Act is two years from the date on which cause of action (or the defect in the product) arose.
