Association mother documents mishandling

Hello All,
One member of the association stepped down from the office bearer post abruptly without handing over the position/proper files/flat docs to subsequent members of the tenure due to their routine arrogant behaviour got pointed out. The mother documents pertaining to common association had been found placed in Lift Room( head of the lift where the mechanism n head rails) placed by the particular members againast bylaw indication and unethic approach of mishandling of common property was complained in the association from the time it happened. But the association did not addressed it in a fair approach and prolonged it as if it does not matter to keep the common mother docs thro proper channel as per some of their favorite member's support. Now my question is 1) is it an offence to keep the parent docs in an unknown common area 2) to what extent the abuse can be questioned and actioned?

You shall report the matter to the Joint Registrar/Registrar of Cooperative Housing Societies of your district by registered post and try to obtain the signatures of the other members for support.

Out of 12 members , we are the only member who question this in meeting & association WA group for such mishandling of common property. The same member already committed unlawful/unethical actions like mishandling of funds without approval/mishandling of other's belongings etc. in the past along with other members. Now same members support her action by jointly hiding the mistake of one another with the intention to protect her. For info all members condemn this action in meeting individually but not interested to correct it by taking action to put in record or make her submit apology fr it.

Is it possible we alone has a strong hold to fight against this offence to set a good precedence keeping future in mind by make her submit unconditional apology/bring this in association record.

If the erring member has committed any offence agaisnt any individual then the affected person can lodge a criminal complaint against the person reported to have committed the offence.
The placing of the documents in the lft is not an offence but an irresponsible act, which needs to be condemned by the association.
If the association is not taking any action to safeguard the documents of the association including the properties of association from the hands of the so called callous persons, then as a member of the association you can give a complaint against the association for its reckless and irresponsible attitude causing harm to the interests of the members of the association to the joint registrar of cooperative society for taking action by attaching all the documentary evidences against the erring person who is reported to have done this wrongful act.
