About huda property registered

My father purchased HUDA property near 2011 from allotee.
Following are the things I've observed in the documents:
1. GPA got registered in his name...after that conveyance deed was made_ below the table "Drafted by se;f" is written... at the end of the deed:-
"eo HUDA through( father's name): sign of my father;
buyer: again my father's name & sign;
& two witnesses name & sign" were there.
Now my questions are:
1. What is the status of conveyance deed, whether it is registered or not?
2. Please suggest we want to sell the property but we are unable(as they wanted sign of allotee, which is not possible for us) we are in urgent need, so is there any other way to sell the property?

Your father purchased the HUDA property from the allottee but not from HUDA. HUDA/TUDA plots/houses shall be to the allottees and the allottees pay the value of plot/house in instalments. So they do not register the sale deed until the last installment. Did the allottee or your father obtain permission from HUDA for 3rd party registration?

Sir, we came to know that earlier plots were getting sold and purchased on GPA basis, we have no idea about this as work was done by the local lawyers itself.
And sir now we were selling it through dealers but they said that our conveyance deed is not registered(in my query I gave you the overview of deed) & we need allottee's sign(which is not possible for us) to get the deed registered and then only we can sell.
So basically I'm asking for some other alternatives Incase allotee is not available how we can further proceed, there must be some alternatives?

The property is still in the name of allottee despite the fact that there are many sale / purchase transactions of Power of Attorney, wherein title of the property can not be transferred on PoA, executed by vendor (seller).
Conveyance deed has to be got registered in the name of allottee, if transfer of the property is not registered in HUDA records.
