Sale agreement on rs 20

MY FATHER HAD PURCHASED A BUILDING IN UP VILLAGE FROM A RELATIVE BY JUST MAKING A SALE AGREEMENT ON RS 20 STAMP PAPER MENTIONED THEREIN THAT HE WILL DO REGISTRY AFTER ALL PAYMENT. MY FATHER ALSO TAKEN POSSESSION FROM HIM AND VISIT AND LEAVE THERE FROM TIME TO TIME BUT THE SELLER HAD NOT DONE REGISTRY BUT NOW AFTER 11 YEARS NOW MY RELATIVE HAD BROKEN LOCK AND TAKE POSSIONED OF HOUSE AND SAYING THAT HE HAD NOT SELL HOUSE. MY FATHER ALSO CONSTRUCTED ONR MORE FLOOR ABOVE THE PURCHASED BUILDING. ONLY WATER CONNECTION WAS IN NAME OF MY MOTHER.SALE AGREEMENT IS BETWEEN MY MOTHER AND RELATIVE. WE HAD DONE HALF PAYMENT IN CASH AND HALF BY CHEQUE. PLEASE SUGGEST ME THE LEGAL REMEDY AVAILABLE TO ME.

You have no right in the property that was never sold to your father through registered conveyance deed after paying proper Stamp duty and property tax as per the circle rate of the district where the property was located.
If you constructed any floor on the property it was on your own risk.
The water bill is in the name of your mother doesn't make her the lawful owner of the property.
Mere sale agreement on Rs 20 non-judicial stamp paper if makes any one owner of property worth lakhs of Rupees than everyone in the country will be owning each and every inch of land in the country.

Approach a very able senior LOCAL counsel of unshakable repute and integrity specializing in CIVIL matters and having successful track record .....and worth his/her salt....and show the said agreement, proof of payment made by cheque/cash and Full and final receipt if any ............for a considered opinion...

but sir if after taking payment he had not doing registry and property was under my father approx 11 years and he has just taken electricity connection and registered his name in municipal corporation recently them whether can i sue him under sec. 420. local people all know about the facts.
