Construction of building and permission for build floors

I want to know that how many floors is allowed by collecter or state to build as in grampanchayat and in municipal area?
How much floors are concern as legel for building construction for both?

Building sanction by grampanchayat is not legal.
Floors to be sanctioned by the collector office depends upon the FSI applicable to the particular local jurisdiction.
