Forged passport created with intent to gain finacial advantage is it a offence ? If Yes under which act and which section no , can person affected file case under that person? Is it necessary to file a complaint in police station for the same?

what is your problem? Looks like academic query.
if you have suffered loss then lodge complaint with Police. You need not the provision of law for such punishment.

By the way, what do you mean by "forged passport created"?

Do you mean forged passport was created by the passport holder himself "with intent to gain finacial advantage" OR the Passport Authority created the forged passport with the intent to gain financial gain to the Government or the passport holder?
