This mean all are equal before law. It cannotes action of equalization. It is the essance of any law and legal system especially in the democratic societies. substantive equality has evolved from
a narrow concept of formal equality of treatment, to become a strategy to evaluate and address
result and outcome in introducing laws and policies to accelerate gender equality and justice.
While laws to eliminate direct discrimination are necessary to accelerate gender justice,
The substantive equality encourages the State to move beyond and introduce measures to address outcome and indirect impact that can perpetuate disadvantage. This evolution has helped to link acceleration of substantive equality with enjoyment of other human rights of women, making an agenda on equality an inherent dimension of a rights based approach to all aspects of development.
