Study leave for pursue m.sc degree to assistant professor having ph.d

(Querist) 18 July 2015 This query is : Resolved
As per the UGC letter dated 7th June, 2013,No:F.1-6/2012(PS) AND THE FOLLOW UP LETTER FROM DIRECTORATE OF HIGHER EDUCATION OF GOA WITH REF NO: DHE/MISC/2013/1935 DATED 17/07/2013, Study leave can be provided to a Assitant Professor to pursue higher studies. Now I am working in a University as a Assistant Professor in Physics. My qualification is M.Sc., Ph.D in Physics and I have completed three years of continuous service. Now I want to pursue M.Sc in other branch in regular mode(with/with out fellowship/Scholarship). Is I am eligible for pursue this degree under study leave ? In case I am not availed with scholarship to pursue this, can I get salary for this duration of this course ? I kindly request the lawyers from lawyers club to give clarification regarding this.
Sudhir Kumar, Advocate (Expert) 19 July 2015
please refer to leave rules followed by the university.
Kumar Doab (Expert) 19 July 2015
UGC and Directorate of Higher Education of State are competent to frame rules and these rules are to be examined.

You will find answer in study leave rules.

If you have the copy post it.

Your institution rules need to be referred by you to have the answer. Consult seniors.

Please find the copy of the regulations available in these links:

My question is whether an Assistant Professor with Ph.D is eligible to pursue M.Sc under study leave or not ?
Sudhir Kumar, Advocate (Expert) 20 July 2015
you please read these rules and come to forum if having a specific doubt on interpretation.

Do not give home work to the experts. They are doing charitable work here
Asir (Querist) 21 July 2015
Dear Sudhir Kumar, I made my previous post because of the suggestion given by the expert Kumar Doab. I am not giving home work to any one and not compelling any one to answer to my question. If you are not interested to answer this question, you just leave it. Your reply reflects the 'charitable work' of yours.

I am a teaching faculty of a Central University which following only the UGC rules. I could not get the answer to my questions from the UGC regulations. That's why I asked here to clarify my doubts.

I expect that people who know the value of a teacher will answer to my question.
Sudhir Kumar, Advocate (Expert) 21 July 2015
No doubt the experts here are doing charitable work using their own electricity, net connection, precious time and stain on their eyes.

Sudhir Kumar, Advocate (Expert) 21 July 2015
I cannot vouch who is competent to frame rules. You have not stated whether it is Govt university or not.

Council of the Universities etc at time pass resolution that leave and other rules framed by the Govt shall be applicable or else they frame their own rules.

My question still remains static.

"please refer to leave rules followed by the university. "

Without referring to these rules you will never(never) get any workable reply.
