Denial of interview by upsc

I was not called for the interview for a post advertised by the UPSC. I challenged this in CAT as I had the essential qualification mentioned in advt. In their reply, UPSC has stated that it has changed the essential qualification and issued a corrigendum AFTER the closing date of application. Can the UPSC change the essential qualification after the closing date without giving the persons who had this new qualification any chance to apply?
In my OA, i had only prayed for inclusion of my name in interview. In view of the reply of UPSC, should I request for change of my prayer?

No need to change your prayer, it is OK, proceed in the same state.

The prayer for inclusion of your name in interview. It stands good even after getting the reply from UPSC. It is a proof that they have issued corrigendum after closure date. You can submit it to CAT.

anyone having any sympathy with you shall not advise you anything based on sketchy facts. you already have filed OA. you have already got copy of reply to OA which means there are 7 Kg papers with you and a lawyer with you.
Only the lawyer who sees these papers shall be able to reply.
you have nowhere stated what were the RR at the time of vacancy.
all this information could have been obtained under RTI from the deptt as well as from UPSC before filign the case.
