Terrorism and international law

(Querist) 16 August 2014 This query is : Resolved 
Two countries X and Y are neighbours .A terrorist group bombed capital city of X on 2008 ,while one terrorist was arrested ,the rest fled to country Y.the country Y has not taken any measures despite requests from X to apprehend the terrorists . The country Y has failed in contolling terrorists and is incapable .so the army of country X entered Y ,arrested the terrorists from country Y ,without the permission of government of Y is this justifiable ??

Is this justifiable on your part to pose such an hypothetical question when neither you are the head of the country X or Y, nor representing the army of X?

However, if you belong to terrorist group and have any objection to the army entering the country Y, please discuss your real problem to sort out your own pwersonal problem. Otherwise, you should not have expected the experts to hold tutorial class on international law for you on this site.
