Can information available on the website of ministry be submitted as evidence,?

Whether information/data available in the public domain i.e on the Website of Ministry (GOI) can be submitted as an evidence or will be admissible as evidence under Indian Evidence Act in a civil suit .? Soliciting your advice.

Yes, screen shot of website is admissible in evidence.

you only have to prove by personal evidence that it was downloaded from the said website.

Website is not perse admissible as per Indian Evidence Act. Mere proving of downloading is not sufficient. One has to prove it in the same way as all other type of evidence is proved by comparison.

You may take a printout of the link page (not by copy & paste). The original printout would indicate the date and timestanp of the website to indicate the availability of the evidence on the Government site on that particular date and time and can be taken as true to be considered as evidence.
