Threatening calls and sms

Dear experts,pls let me know as i posted earlier i getting threatening calls from my-in-laws i complained against them in sho,acp,commsioner and dcp but there is no response from the police side and when the complaint forwarded to my area police chowki the police officials of my area told me that they cant do anything "you can move to the court"now i want to know can i have the right to give complaint against my in-laws to district magistrate?

yes sir the call has been recorded by me.and sir i have many other recording which my wife and my inlaws saying tht after having two kids we will kill him by giving poison and take the share of him
