This house plot is in tamilnadu. It is an approved house plot. It is not a built up space.

Ok, then some one from TN may help you.
In WB it is taxable but unlike built house amount is meager.

1. Property Tax is SEPARATELY payable on
a) Plot of Land (Vacant or not is immaterial)
b) Building (apartments) constructed on "Plot of Land" (from date of construction)

In A.P there is no Municipal tax applicable on vacant plot. Earlier there was a tax called "Non agricultural land tax" but by the judgement of High court of A.P. it was removed.

It will defer from state to state. Enquire in local Municipal office/Panchayat.
