Transfer of room on pagri system

my mom has 1RK flat in the pagri based apartment in her name. we r 3 heirs. we wan everyone to have equal rights in this flat without getting into any fights. what is the best way to arrive at a solution? my brother wants NOC from us sisters and mom to transfer tenancy in his name? what if we do not do this? will the land owner take the property under his name , if we want to avoid that what do we do?
please please advise soon.

Under such pagri system an amicable situation among all the heirs will be the best solution, because in your dispute, if the owner becomes aware of your non-unity, he will act otherwise which will be detrimental to the interests of all in common.
