In such a situation you should sent the same FIR by a registered post to Police station togather with a copy forwarded to SSP and higher officials of Police like DGP etc. togather with a note that when you visited to Police station, the Police refused to accept your FIR.

And in case this too does not work then file
an application u/s 156(3)of Cr.P.C. before CJM.

The police has file its report to the Commissioner about the action taken on your application, so police should conduct inquiry, if it is not doing so, you may approach the Commissioner of Police once again for necessary relief, after exhausting the source at Commissioner;s office, you may approach the court of law for further relief as per the provisions of law.
