Illegal encroachment in mining area of my company attotted by govt

Some villagers near by our mining area are illegally doing encroachment in our mining area of company. We requested SHO of Police Station to remove encroachment by moving application. Due to revenue Matter, he denied. We approached to revenue authority Mamlatdar. she is newly recruited on deputation and for one or other reason passing time.What shall be do now to approached to court. To filed private complaint u/s 156 sub sec 3 as per Cr.P.C, Act 1973 or Civil Suit. If we does not take any immediate step then others will also start doing the same things. Kindly advise urgently. File a civil suit seeking injunction against the concerned persons and then get the stay order executed through police. simultaneously also file a criminal complaint under section 200 of criminal procedure code before the local magistrate.
