Builder asking for more money for registration

Hi
I have bought a flat in Zirakput, Punjab. I have paid the entire amount including service tax, maintainance amount etc. Now during the possession, the builder is issuing backdated allotment letter dated Dec 2012. He has also written a clause in the letter that flat owners will have to pay additional 2Lacs if the the registration is not done in 3 months.
Please advise if he can charge money like that.
We have not accepted the letter as yet.

1. Legally he is not correct. This is fraud. Do not accept the letter.

2. However,Ask for the explanation for his activity.
If his answer is convincing you, make a decision accordingly.
