Dear Sir I Santosh M Gadkar have appylied for non crimiylayer certificate for my Mrs Sakshi Santosh Gadkar.She required this certificate for job purpose.I have attached all documents. such as Income certificate on company letter head & Nagarsevak income certificate & affidavite.But not they required Form 16 for last three years & they have returned back my application.I am now trying to get form 16 for last three years.But our company is ready to issued form 16 for last two years 2010-2011 & 2011-2012.But I can not get form 16 for 2012-2013 because I am not eligible for TDS deduction.So kindly give suggestion how to get form 16 for 2012-2013 sorry by mistake I writthen non-criminial certificate instead of non-creamylayer Regards, Santosh

Your employer can issue form 16 even if no TDS was deducted from your pay.

There is no such certificate given, at least in WB.

No sane person would like to issue a certificate to a person to declare him as a non-criminal. However, if police can issue that you may try to contact the area police station.
Form-16 is issued by the employer only in case where TDS is recovered and is meant only for the purpose to show the amount of TDS justified and recovered, but not in general to anyone on application even if no tax becomes due. You can however declare that Form 16 not applicable as no TDS was due and recovered for the year 2012-13 by attaching an incme certificate granted by the company.

I have heard such certificate name for the first time in my life. Can you please send a specimen copy of that certificate for the purpose of knowledge?

1. ATLEAST, In Mumbai, one can approach the local police station with an appropriate application + supporting documents, requesting them to issue a certificate that there is no criminal cases recorded or registered with Mumbai Police, against him.
2. The Mumbai police, after due verifications, issues a certificate stating that "Mr. Xyz, resides within the jurisdiction of this police station and there is no criminal case recorded or pending against Mr. Xyz".
3. The above serves as a "No Criminal Certificate", for "job /service" purposes.

Such certificate is issued all over India by local police after due verification. Moreover, the record is now being maintained online hence there is no big problem in the verification of the concerned person.

It seems Querist need Process to obtain Non-Creamy Layer/Caste Certificate (In Rural Area, In urban area the procedure is similar). Note From OBC Reservation.c// Lower Income group certificate, available from tehsildar/collector office..
