About the small industry at residential place

sir,
I am residing in patna and at ma resident one person has opened a biscuit factory due to that their is pollution through the generator and also an excess noise is their any law that you can open the small industries like this in the residential place..please suggest me what i should do to close the factory ..

1) complain to muncipal corporation against the factory being located in residential area .

2) if corporation dosent take action move court against corporation / and factory owner

Apart from the solution told by Ajay, you can also move a complaint to local SDM under section 133 of criminal procedure code.
