Filling up of vaccancy by internal selection in absence of candiadate from direct recruitment

We are working in a PSU. Our organisation advertised 3 times to fill up a vaccancy (ST)for a regular post.But all the times no ST candidate is avialble for the post. One of my friend(ST)working in other department is interested to apply against the post if it is filled up internally. We have a provision to fill up that category post internally in our reruitment rule. Now my question is if it is possible to fill up the above post internally as it could not be filled up earlier 3 times by advertisement by direct recruitment process. If yes / no, please explain the reason also.

How can a person working in other department can be an 'Internal candidate'? He ought to have applied as an outside candidate when the PSU advertised the vacancy.

Our Management has an agreement with the recognised union that 50% of the total vacant posts of that cadre will be filled up by internal selection and other 50% will be filled up by direct recruitment. So our management will fill up 50% of the post internally soon. My friend is unable to compete as a direct candidate due to his age bar. But for our internal selection there is no age bar.Sir, only I want to know whether the reservation policy will be complied if our management wants to fill up that vaccancy (ST category) by internal selection as inspite of 3 times efforts of direct recruitment process earlier no ST candidate was available.

Being an employee you have better approach to union people,departmental understandings and the agreements regarding staff. Union office bearers know the various agreements as they had been part of some of these. In absence of all the understandings, agreements, policies etc. it would not be possible to arrive at any opinion.

Sir,my query is that whether this type of internal selection for fiilling up the post(reserved for ST) instead of further direct recruitment process will violate the Govt reservation policy for SC/ST/OBC.

If there is policy for internal filing of posts then there is no violation.
