Proceedings before estate officer

Can proceedings pending before quasi judicial authority like Estate Officer under the Public Premises Act be called sub judice. A govt department is denying me allotment of a house on the ground that the assessment of damages in respect of a house which was under occupation of my late father but which we later on vacated is sub judice.

Since appointment and powers of an Estates Officer as that of a civil court are governed respectively under sec.3 and sec.8 of the Act, holding of any inquiry under this Act would tantamount to the matter being subjudice.

Yes. Such matter pending for the calculation of damages is definitely shall be termed as sub-judice. When an authority i empowered to act upon/decide a matter mindfully as per rules then it definitely be termed as pending for adjudication means sub-judice.
