Please follows the provisions of Money Lenders Act. I think you will have to get a licence to start it as business.

U will have to apply before the Assistant REgistrar of Co-Operative societies ( this is producedure in karntaka) and they will send the application to Dist., registrar of co-operative societies who will issue the money lending licence

apply before d district magistrate's office with an application(in triplicate form) afix 2/-revenue stamp.
dn d.m. call for reports from tahsil, from police station, and also from r.t.o office(if moter finence is also there).
when all reports will complited dn file chalan to tregrar office and take certificate from d.m. 4 money landing ......

first mention from where you wants to start this business. because according to me in each state there is different rule and procedure should require to follow for this business.
