Dear experts,
What are the legal requirements for construction of a modern mortuary in the name of my sister (Late Sulekha Dalai) under the Government Hospital of my area.

All the costs will be borne by me.

The need of construction of mortuary with AC and video recording (CCTV) facility is to check the vultures doctors, who do autopsy and changes the reports, as in sulekhadalai.blogspot.in

Mr Barbora, my query is "for constructing the mortuary, what are the legal documents required to be obtained from the government and who is the authority to permit me to construct that."
