Sir, can a defaulter complaint/apply to registrar,cooperative courts,consumer court against managing committee/society for harassment?

I have been told by managing committee that codnizanse of defaulters complaints/application are not taken

There is no legal bar if the company is defaulter. The constitutional rights of even defaulters remain unchanged.

you are a defaulter . you will have to first deposit outstanding dues . your complaints may not be netertained unless you pay up . what is nature of harrasment ?
