What action can be taken against the guilty perosns

I filed the case in CAT aginst the illegal appointment given to the employee( by making him party too) without conducting selection process and without making any advertsement..The CAT during the argumnets has directed the Govt counsel to get ready with records for court persual

Now whether the court will keep the records in custody??
what action can be taken againat the guilty personnel who has made the illegal appointment theough back door?
Whether the CAT only passed the order and admin take the action against the errant employees???

CAT shall go through the relevant record deeply and on the basis of record award you the desired relief and even may recommend to initiate action against the person responsible to make such illegal appointment.
