Risks in panchayat layout plots

Am planning to buy a panchayat layout plot at ayyavaripally,chinchod village, farooqnagar mandal, shadnagar municipality, hyderabad.
The developer had provided me set of copy of the documents. It conversion certificate from agriculture to residential, Encumbrance Certificate, and link docs from 1954. He says the land is a patta land from 1954 (from survery of india started..). And the docs shows it is a patta land.
Recently some villages under this mandal (farooqnagar) are pulled into HMDA limits.
But the village where i want the plot is not in the list. In future, if this village is also added to HMDA,
1) Does hada/hmda/dtcp allow me to convert to their limits ?
2) Will the govt. grab my plot for road/cannals/drainage/powercables construction. ?
3) Is it safe to buy a plot in panchayat layout which has LRS, EC and all clear title docs.?
4) Do i have any other problem for panchayat plot, when this village comes to HUDA/HADA limits?
5) Do i still have any docs to verify..?


What are the exact checklist/docs for verifying panchayat layout plot.

It is not safe to purchase the plot owned by Panchayat without having the permission of Director Panchayat of your State.

If the village is brought under HADA, HMDA or DTCP, then zoning is bound to happen and the nature of use may change leading to non achievement of your object, further government may acquire the land for public use, then you may end up getting measly amount as compensation or another bit of land at some insignicant place. If you are satisfied and want to go ahead then I can advise further.
