whether ESI inspector has right to comment on Employees Provident Fund registration or rules or can examine the same?

Dear Sir, In my opinion, the Inspector of one govt.deptt. has all the rights to examine the relavant documents which can be helpful in arriving at a justifiable decision so as to avoid litigation and by following the priciples of natural justice.
On the other hand also, it is the duty of the employer to extend full cooperation to the govt.officials in performing their duties.

ESI & EPF both are different. Their machinery, their powers and provisions are also different. Thus machinery of each Act has to Act within its powers and within the scope of Act. The observation made by one machinery under a particular Act may differ from other.
