sir, bansal ji,
in my best knowledge PIL is not maintainable in district courts.

Dist. courts have no jurisdiction to entertain PIL. PIL can only file before high court or supreme court. HC/SC may take cognizance sou moto on public interest.
SANJAY GUPTA (Expert) 26 January 2011
District Judge has no power to entertain PIL application, right forum is High Court.
niranjan (Expert) 26 January 2011
However you can file suit under O.1 rule 8
Devajyoti Barman (Expert) 26 January 2011
PIL is nothing but Writ petition which can be filed only before the High Court.
Gulshan Tanwar (Expert) 27 January 2011
Who suggested you that District Court is competent to do so?

N.K.Assumi (Expert) 27 January 2011
Agreed with the learned members postings. PIL is just a replica of writ in different forms, and District Court is not competent, earlier there was even doubt with regards to High Court Jurisdictions to entertain PIL, but the matter has been cleared.
A. A. JOSE (Expert) 27 January 2011
PIL cannot be maintained by the District Courts.
Raj Kumar Makkad (Expert) 27 January 2011
If you think PIL means any matter of public interest to be raised before courts then invoke section 91 of CPC which empowers any two public persons to raise any matter of public interest with the permission of court.
vijayan (Expert) 27 January 2011
The word PIL have wide meaning.Even a criminal lower court can entertain a PIL. For example, if anybody dishonour national flag, you can launch prosecution for the nation and for general public.
So, categorize various types of PIl and file appropriate cases to appropriate forum.
