Make an application under the Right to Information Act and seek information about the total cases filed by and against the institution and to which Panel Lawyer each of the cases have been assigned.

What sort of Institution is that and whether there is any specfic contract between the two or not. Generally a panel lawyer can not insist to get work to his expectation.

The panel is selected at the level of controlling offices and there are always instructions down to equitably distribute the work. However, allotment depends upon the performance, expertise, seniority on case to case basis. If you feel that you are discriminated without valid reasons, you can represent the matter to the controlling office who in turn pass on the instructions to lower level for equitable distribution. Since in many Government institutions, there is no written contract between the panel advocates and the department, you can not enforce equitable distribution by any law. Your quality of work when assigned on test basis, your frequent personal contacts will bring you into fore-front.

You can not compel the client to allot work. It for the client to choose the lawyer. However, in case, you thinks there is any irregularity in distribution of work or you not given work for any vested interest of official of your client, you can make complaint to higher authorities.
