Non-execution of contract

Money was paid to contractor for execution of some civil work. He neither executed the work as per contract not submitted bills/ vouchers for expenses incurred by him. Whether any criminal case may be filed against him. If yes under which sections.

If you have sufficient evidence to prove what you say, you can file a suit for recovery of money and damages thereof and also file a case of cheating against contractor.

No criminal case, but you can file a suit for recovery of money.
