An agricultural land was converted to N.A. use for the purpose of constructing a township upon it. After construction, whether the owner is required to handover open spaces & private roads back to the local government? If yes, under which Act & Section.

For Approval of the lay Out the Land must be covered as N A land and after complying all the Formalities of the Lay out , the Map will be approved ,and the lay out owners are required to Transfer the marked/Approved Roads and Open Place to the Local Body as per Urban Development Act. Local Act / AP . In addition to the above the Local Authority will insist the Lay Owners to Mortgage 15 % of the Ploted area as security for compliance of the Development under taken by the lay out Owners - in default of Development by the Owners , the Local Authority is entitled to sell the Mortgaged property /15 % plots and to develop the Lay out- Area .

In TN, the public roads have to be handed over to the local authority by a gift deed and to be registered
