If marine claim is rejected/repudiated by the insurance company, what remedy is available. Jurisdiction is delhi high court. either writ or civil suit? in civil suit court fees will be attracted. provide considered opinion.

since delhi high court has original jurisdiction can we file civil suit before high court, the only hitch is that the we will have to pay court fees, amount claimed is very high. in consumer forum jurisdiction will be national consumer forum. is writ maintanable.
i wish to proceed before high court without paying court fees, since it will be more effective. it will clear all doubts, thanks in anticipation
