WHETHER POWER OF ATTORNEY IS REQUIRED TO BE REGISTER FOR GETTING REFUND OF STAMP DUTY OR NOT?

It is not necessary in my opinion. It is mandatory to register for the sale of properties.

There is no compulsion that the POA is to be got registered. It is left to the choice of the person concerned.

I fully agree with the expert advise of Mr Anirudh, it is optional since the Attorney is "FOR GETTING REFUND OF STAMP DUTY"

It depends upon the authority to allow unregistered POA holder to entertain or not so better to get the same registered.
