Seniority protection under technical resignation

sir,
i had joined Chennai customs (CBIC) as an examiner (GP 4600) on 31.01.2013. I applied for technical resignation and joined mumbai customs (CBIC) on the same post i.e. examiner at the same grade pay (GP 4600) on 01.09.2014. I had cleared departmental exams for confirmation/promotion in chennai in august 2013. probation period is 2 years for the post of examiner.
my question
1. can i avail seniority benefit for promotion in mumbai.
2. as per the dopt o.m. dated 27.08.2018, does the post/appointment held by me come under substantive post
3. can i appeal to dopt

Your service tobe tsken afresh.. Substantive post to be accorded with reference to permanent posts in accordance wit seniority.. Neverthless formal appeal could be made

No, you were still in probation with Chennai Customs when you resigned to join Mumbai custom, which is a fresh appointment.

you must be knowing better that in govt job.. seniority is everything. just because of 6 months less service there will be delay of 4-5 years in the next promotion.. anyway...is there no way to appeal ?

As per me, a minimum two years of service is must in a cadre for promotion to the next post. But you have been transferred from one District to other District/State. Usually in such cases, the date of joining will be counted from the date of joining in new station of the District/State (in your case, from the date of joining at Mumbai). Consult your seniors of the department.
