whether section 457 of the criminal procedure code will be applicable, if seizure was done by authority/officer, not being police officer?

sir, In the state of rajasthan 34 post District pcpndt coordinator sanctioned for the implementation of PCPNDT Act, 1994 in the year of 2007 onwards, qualification for such post LL.B/M.A SOCIOLOGY, BUT out of 34 31 became law graduates. i.e one post for district pcpndt cell functing in the district. initail contract for one year, later it extended year by year.
From last approx. 4 years District pcpndt coordinators are working, some district coordinator filed complaint on the behalf of sate govt. in the court against doctors
for the violation of the Asuch Act. such cases are pending in the courts. district coordinators became of the District inspection team counducted no. of inspections and bacame wittnesess in more than 20 cases average and highest more than 50 cases. main purpose of such post to save the girl child. provide legal opinion,
drafting complaint, regular monitoring of cases pending, help in investigation, etc. nature of work similar to public officer.
whether any judgement that help us to became claim regular/ permanent employee?
any legal method by which all coordinator became regularise?
whether uma devi judgement contrary to contract employee to claim regualrisation?
please any judgement which help us.

whether it is neccessary to hear party before passing order regarding REMAND THE MATTER BACK TO SUBORDINATE AUTHORITY TO REDICEDE THE MATTER ON PARTICULAR ISSUE UNDER OREDER 41 RULE 23, 25 BY THE APPEALLATE AUTHORITY ?

facts- State govt of rajasthan has made appiontment of PCPNDT COORDINATORS on contract basis (most of Law Graduate) for the implementation of PRE-CONCEPTION & PRE-NATAL DIAGNOSTIC (PROHIBITION OF SEX SELECTION) ACT, 1994 in each district. their main duty is to implement the Act in the entire distrit and provide Legal opinion relating to said Act.(nature of work like officer)
As per the provision of the Act,private person can file complaint in the court.
IN some cases Appropriate Authority appionted under the Act authorise PCPNDT COORDINATORS to file complaint on their behalf in the court as per section 28 of the Act.
as per provision of Act only authorised officer can file complaint in the court.
issue is that: whether a person appointed on contract basis be a public officer and assigned power to file complaint in the court on the behalf of Appropriate authority? (if any case law of high court/ supreme court on this point plz mention cition)

FACT OF THE CASE- 'X' PERSON FILE APPLICATION UNDER RTI FOR INFORMATION AFTER PERUSAL OF THE DOCUMENT. THE PUBLIC INFORMATION OFFICER FIXED DATE FOR PERUSAL OF DOCUMENT SOUGHT UNDER RTI. ON THE FIXED DATE APPLICANT SENT HIS NOMINEE FOR THE PERUSAL OF THE DOCUMENT. APPLICANT 'X' DID NOT APPEAR.
WHETHER NOMINEE CAN BE PERMITTED INSTEAD OF ACTUAL APPLICANT FOR THE PERUSAL OF THE DOCUMENT UNDER RTI ACT 2005?

the letter was issued by Director, medical & health department, jaipur. to the Distict Collector of each district to appoint PCPNDT COORDINATOR FOR PCPNDT CELL FOR INPLEMENTATION OF PRE-CONCEPTION & PRE-NATAL DIAGNOSTIC TECHNIQUES (PROHIBITION OF SEX SELECTION) ACT 1994 ON CONTRACT BASIS. GUIDE LINE ATTACHED WITH THE LETTER HOW TO APPIONT. DISTRICT COOLECTOR SEND THE LETTER TO CHEIF MEDICAL & HEALTH OFFICER OF EVERY DISTRICT TO PUBLISH NOTIFICATION FOR THE ABOVE SAID IN PURSUANCE OF THE GUIDE LINES ATTACHED. THE CHEIF MEDICAL & HEALTH OFFICER OF EVERY DISTRICT PUBLISH NOTIFICATION IN THEIR DISTRICT.
IN GUIDE OF DIRECTOR IT WAS WRITTEN THAT PCPNDT COORDINATOR ON 8000/- SALARY PER MONTH. BUT IN NOTIFICATION DISTRICTS, IN SOME DISTRICT IT WAS WRITTEN AS 8000/- HONORARIUM PER MONTH AND SOME DISTRICT 8000/- SALARY PER MONTH.
PCPNDT COORINATORS ARE ACTUALLY GETTING HONRARIUM.
KINDLY REPLY WHAT WE HAVE TO DO? WHETHER WE CAN CLAIM SALARY AFTER 2YEARS
